Leggings became popular again before these tank tops, at least from what I've observed. I've heard them called "lifeguard tanks" and "crop tops" (even though they're not cropped  ). Even if you have a nicely toned body, they are cut to enhance mens' shoulder and chest muscles, which makes you look manly. They are too low cut in front and on the sides for women, which is why they're [hopefully] always worn with something underneath, but I frequently see bra straps hanging out.

We call them "bro tanks" in part for that reason.

I think the tanks are cute, and they make sense in places like Pullman, WA - where WSU is - where it is usually 100+ degrees on bid day.
