This is not necessarily true. It would depend on the situation and how closely the Panhellenic Council follows the Green Book.

The Green Book says that if a local wants a particular NPC and has permission from the proper authority, the local can approach that particular NPC. The Council would notify the other groups either through NPC HQ or directly that this sort of expansion is happening. The other groups cannot come in and say, "hey, look at us too." Although, IMHO, it is best to see what everyone has to offer.

In the case that you described, it would seem that the local had no preference so all were invited.

One of the locals on our campus threw around going national. This wasn't a decision that Panhel wanted to expand, this was a large local wanting to get a national affiliation. In any case, they had to send out a huge packet of information to all of the NPC sororities that weren't already on the campus (21 are not). In any case, being as it's a state school in PA, many nationals probably just chucked that invite in the trash can. But a few groups came and made presentations to the local chapter and the Panhellenic. In the end, a group was selected, but the local decided they didn't want to do it anymore, and the effort fell through.

The point is, all NPC sororities must be invited to participate in a local going national.
