ok, i think you came to the right person! I was the rush chair for my chapter and now I do Special Events for the PGA. My chapter always had "c'mon i wanna lai ya" party.
so far, its a luau theme party...just for people to get to know each other, right?
decorations: keep it simple since you are on a budget. someone has to have xmas lights, use them to decorate trees outside. you can go get tiki torches for pretty cheap at a walmart, i would think, and if you have any party stores near you, you can probably get a box of lais for fairly cheap. Also, if you can, get like grass skirts or fake coconut bras to wear over you clothes they are sometimes a hit. esp. for sisters who love to be the center of attention.
also, i am sure some of your sisters will have surf hats or straw hats....if they have them, have them wear them. they always look cute.
for refreshments: make up some name for some cool aid punch. ie "hula hula punch", or "hawaii 5-O" and use orange aid. something to that effect.
and stress if your sisters own hawiian shirts, or shorts, tell them to wear them.
you can also get cheap fake flowers to put in your hair.
these are just some suggestions that are pretty cheap. oh, and get different color plastic cups, like the colors of your sorority.
