I'm not an expert on feral cats, but my understanding is that if you remove feral cats, new ones will come in and replace them -- it's not a problem that can easily be solved. Trap-neuter-release is the best option to keep populations in check.
Of course I think it's a terrible idea to let your cat roam outdoors because there are so many risks -- cars, antifreeze, children, stupid people from Wisconsin, etc.
