Since 90% of Canada's population lives in the extreme south of the nation, I'd imagine that the fallout from any attack on these major southern cities would pose a fairly serious risk to US citizens, and so I'm pretty sure that the US sop would require invading Canadian airspace.
Maybe one of our military folks can provide more specific information, but I can't imagine it not including this exact logic.
