The Courts and/or Legislatures of most states determine the particulars for being admitted to the bar.
I didn't have the time or patience to go through this article point for point, but I do think in some cases people can handle things themselves fairly well when it comes to a simple divorce, etc. But you run the risk of shooting yourself in the foot.
So do we think doctors also have a monopoly then?

Its not a monopoly. The legal profession does, however, have an artificially high barrier of entry which limits the supply of legal services. Those who determine this barrier of entry, lawyers, have a conflict of interest in so doing.
