I'm not 100% sure what the wording was but if your talking about the writing on Lincoln Memorial I might know. It put apes in the plaque as those who have equal rights. The feeling I got after he read that was humans still have less rights than the apes. Especially when the police apes pulled up. I could be wrong though.

I don't recall the exact wording, either. But it
does name Thade (Tim Roth's evil ape) as being credited with the apes success. I liked the
concept of the ending, but I think it could have been a bit better done.
