This isn't a campus rule. This is an NPC rule. Every campus in the country that has a college Panhellenic has to set a total. It's not a punishment, it is to make each campus's Greek system stronger overall.
Even if you are at total, you can still take quota each formal rush. Most sororities at large schools only have one formal rush a year and rarely COB - so your situation is hardly unique.
You said in an earlier post that there was tension on your campus between the sororities - the best way to help lessen that is to aid and support them in their efforts to grow, rather than complaining about total.
