A few years back, I talked to an American Immigration Officer and asked him what Puerto Rico and U.S. Virgin Islands were considered to be (since they're not States, but they are kinda sorta kinda part of the US in general); he said that they were considered "Possessions of the U.S."

Miss Puerto Rico does not compete at Miss America (though she does compete at Miss Universe). Funnily enough, in the early early days of Miss America (when it was not yet "standardized"), Canada actually went to Miss America.
Or how the Puerto Ricans fielded teams in the olympics.

On a side note, as an undergrad I had a brother in the chapter who was puerto rican and was all about statehood. I'd give him grief about it all the time. Once I asked him "ya know why there is one star on your flag? Cause it aint ever gonna be on ours." lol
