The Greek community isn't completely dry. The Greek houses are completely dry. A community is made up of people, not houses. The people can still go to bars or parties at random houses and make asses of themselves or drink themselves into a stupor.
I know I'm nitpicking, but the house does not equal the chapter. We've been told not to call a chapter a "house" for years for this very reason. The ban is pointless unless people change their drinking habits.
