I'm butting in too. DEMAND DEMAND DEMAND that a chapter of Panhel be formed for the 2 nationals. Technically the chapter who has been there the longest should initiate the first contact with NPC, but it sounds like you are both on the same page so it doesn't matter.
Make the Greek advisor understand that a CPH is not an option, it is something that MUST exist if there is more than one NPC group, and if they want the locals to go national, they definitely need to have one.
If the GA is a guy he might be thinking they can do this in a semester, and some fraternities have done that, but they also don't have to go through all the NPC expansion stuff.
