I'll bet that the chapter jumped at the chance to COR you when they noticed you were still "available."

Go for it!

And to answer your earlier question, even the stongest chapters sometimes don't make quota, so not making quota is not an indication that it's a bad chapter. Recruitment dynamics are weird like that!
