Reverse 911 is used in soem areas of San Antonio and throughout New Braunfels (city of about 65,000 between here and Austin). They have had two 500-year-floods in the span of 3 years. People who lived along the river had spent the last two years rebuilding and then got hit again. There was minimal loss of life the second time, due in part to the reverse 9-1-1. After the second flood, people quit building along the riverbank and the city bought the land and is turning it all into parkland.
