As I understand it, her level of involvement was putting her name on a piece of paper. Yeah, you probably COULD get her kicked out of rush. But really, what good purpose would that serve?

Because she'd be violating NPC policy. What's the point of having policy is it's not going to be followed.
Her full year isn't up yet. She cannot rush. However, it's only formal recruitment she can't participate in. She's more than welcome to rush during the COB period in the spring because her year wil be over (provided there is BOB in the spring).
