I think that after the Jack Ryan issue broke and Obama came out so strong at the DNC, the Republicans feel the seat will go to Barak. Thus they don't want to take the chance of harming the political career of any promising IL candidates. So they are using a sacrifical lamb and decided the best bet would be a Black candidate not from IL.
