I'm not really sure what to say to help you with this. Our chapter here is smaller as well, but this isn't really a problem for us.
My only possible suggestion for you is to make sure that the ladies' new member period is as special and meaningful as possible. Do you have any special activities that you do at Crews? Are they becoming actively involved in Chapter activities, therefore realizing how meaningful Sigma is?
