Those Phi Sigs were from the Epsilion Phi chapter from Radford University. It was on behalf of Colon Cancer Awareness. One of the sister's mother passed away the year before from this awful disease so they went out there to support and honor those lost. I know quite a few of them. Some are my best buddies. Check out their website sometimes and there are several pics of them in New York.
