The girls I mentioned were born and raised in New York City. Generally, they have mothers who were teenagers when they were born. It becomes a cycle. Teenage girl becomes pregnant, drops out of high school, goes on welfare. WHen that baby becomes a teenager, she does the same thing. History repeats itself. You have 14 to 17 year old mothers who become grandmothers in their early to mid 30s. They don't see education as an option because it isn't emphasized as important. They don't have that as an example. BTW the number one reason girls drop out of hs in NYC is pregnancy.
