I think it depends on what type of school it is... if it is the type of campus where people want to be greek when they start.. then by all means deferred can help people get adjusted before the craziness of rush sets in... BUT if it is at a school like mine where we are practically BEGGING people to join and just now have chpaters at total after like 11 years of no chapter being even remotely CLOSE... then it may not be such a good idea because people make friends and stuff and don't feel like they want/need to go greek... because from the outside that is the main reason people want to join. (to meet people) and if they've already established the dorm friends/people from class they are less likely to rush.
seems like there's a strong greek system at UNC so numbers probably aren't a problem ... but it is something to think about...
