When I pledged littles were chosen by seniority - which sisters were the oldest and still didn't have littles - and the pledges had no say in it. The next year we changed it so that the pledges wrote down the top 3 they wanted, and the sisters interested in taking littles wrote down the top 3 they wanted. That worked really well.
I know the one fraternity I hung out with, the little bro's picked their big bro's, but the only problem with that is they might not have any idea that the guy already has 2 littles.
