I went to school in the Northeast. It's tough to get people to come out for rush. Not everyone is reasonable enough to understand that their $5-$10 is getting them a T-shirt, a couple of meals, whatever... and more importantly, the chance to find a sisterhood they can call home.
ETA: My school did not charge for FR; Panhel-related rush expenses were covered through Panhel dues.
