Google the schools in the area and try to get links to the individual fraternity chapters at each school. Most will provide an email address or contact info for an officer of the fraternity. That is probably your best bet. Explain to the officer you want to show Europeans an American fraternity party. Be sure you include your credentials.
They may have stipulations like you can't show their actual letters but are allowed to take as many pictures as possible. I think that would serve your purposes. I mean, it sounds like you're just looking to photo a fraternity party, not necessarily a XYZ chapter party.
I'm with James. People are always willing to get crazy and naked. Especially if there is a photographer around.
ETA: He wants to film a FRATERNITY party, not a SORORITY event.
