Hi Nubian. The first thing to becoming an effective NAACP College Chapter in your community is to research your campus and community. Research to find out the problems and injustices people face on and off campus. Write a letter to the newspapers on/off campus letting them know your present and that people can come to the NAACP for help when needed. Also remember that the NAACP is a direct action organization not community service so our job is to find out about the problem, research the problem, then take direct action by marches, Rallies etc. I would perosnally start with researching your community on/off campus to find out exactly what programs your community needs and would benefit from. For example, in Long Beach we have a high AIDS rate so doing a lot of research about how health aware the community is, who has access to health care, and if their being discriminated agiaist would be a good start for our chapter.
