I beleive that look is acheived by using a texturizer, which is a very mild relaxer. The texturizer relaxes the natural curl to a wave instead of bone straight like a perm.

The only other way to acheive this look if it is not your natural texture is with a cold wave/jerri curl type product. This is NOT recommended.
