Actually, I would argue it this way.

WWI: Kaiser Wilhelm
WWII: Adolph Hitler and Emperor Tojo
Korea: Can't remember who was running N. Korea Then
Vietnam: Eisenhower/Kennedy -- one of each, but they were dumb enough to inherit it from the French.
Desert Storm: Saddam when he invaded Kuwait.
