From a fraternity standpoint, all common sources of alcohol (including kegs) are strictly prohibited unless done through a third party vendor. So for any party where the fraternity doesn't have a vendor, beer is essentially all that can and should be allowed.
I won't get into all the stuff about providing alcohol to minors/women, but essentially the reason why beer is because it has less of an effect on your blood alcohol level than hard liquor, and it is much easier to monitor.
