I am not sure how long you want to work on this gift or how much time you might want to put into it. My first thought was to start a scrapbook for her now. Put in a few pictures each year of her growing up, her activities, accomplishments, & both of your families over the years. Maybe put in a short note to her every year on her birthday, talking about your feelings about her as she matures.
It may not mean so much to her as a high schooler, but it will be more meaningful later. Scrapbooking can be fun without going totally crazed into the whole Creative Memories thing!
