I would love it if my church had promoted condom use - they told us that sex was bad and birth control was worse.
I'm not sure I like condom dispensers in schools, but we did have them in college - we had the "Cup of Love" in our wing bathroom filled with condoms. People are going to have sex, there is no way to stop them, so at least get them the condoms.
