Hell yeah they are members. Assuming they went through the process correctly. The national organization are nothing more than a recording house of people admitted. If people who went through the ritual pledge new members and perform the rituals properly, the new people are brothers. More than likely the only people who will not recognize them are those of you who did not pledge.
