No problem DZJess. I think it just depends on the Panhellenic at your campus as to whether they are open to expansion when they have a group (or more than one) not a total and not making quota. I don't know if schools lean one way or another overall. PenguinTrax would know, I am sure.
Kudos to your campus for recognizing the damage that can be done by rushing to expand. My soapbox has always been that schools who do vote to bring in a new sorority when they have a struggling one are usually voting to close that struggling sorority. I have seen this happen more than once. If the group is finding it hard to survive it will be that much harder with a new kid on the block. I am sure there are instances where this is not the case and a new group stimulates the growth of the system for everyone, but I don't believe that is the norm.
