More of a play on words reflecting the similarity of Greek letters, even though Pi Phi (the women's fraternity) is Pi BETA Phi and the similarly named but exclusively men's fraternity is Pi KAPPA Phi. (Emphasis mine.) Mostly used affectionately, especially when Pi Phi and Pi Kapp are on the same campus.

Back in my days as an undergrad my fraternity chapter was small, remotely located and universally derided as the 'apartment dwellers' (because our house was designed to be easily rented out as an apartment house should our chapter fold) by the rest of the OU Greek community. But then I spent my pledge semester drinking kegs of beer and choking through clouds of pot smoke, no wonder some thought our letters stood for 'Always Smoking Pot.'
