Monique-It's funny that you should ask this question because I posted a reply to a similar question not long ago.  But I'll be more than happy to reiterate: 
 
"COMMUNITY SERVICE IS NOT PUBLIC SERVICE." 
 
Case Scenario:If someone is arrested ( the lower classifications of crimes), and as a result, is given probation, usually some form of community service is mandated by the criminal court system as retribution to society.  Therefore.......   
 
NOTE:  Community Service can NOT be used in lieu of Public Service!!!
