I think it depends on the individual. My line of 24 had 3 girls who were sweethearts. The thing is that they were not wearing sweetheart shirts one day and at a Delta rush the next. Some girls just don't know or they are told it will "prepare" them for when and/or if they decide to join a sorority. From where I went to school, the little sister organizations were composed mainly of freshmen, transfers, and those who couldn't get into other organizations. I don't have a problem with them, just as long as they realize that if they join Delta, it is time to work and not more of a reason to fraternize with the bruhs.
