Floor length, yes. Sleeve length, whatever you're comfortable with - I've seen long, short, sleeveless, and strapless (though I wouldn't recommend the latter two if you're in Wisconsin in December!)
Fabrics, I'd recommend velvet. You could also do silk or satin, but velvet is warmer.
