In Pennsylvania, a father recieved a long jail term because his child was not in the car seat and the mother (pregnant by the way) was not wearing a seat belt. On top of that, he was speeding and ran head on into oncoming traffic! The mother, child, and un-born baby died.
People know they should not do things to put themselves and others in danger. But they do anyway, so they have to deal with it.
