Some fraternities use them that way. I don't know why. I think it's just one of those things that's tradition, and that's all there is to it.

The little brothers give the big brothers the paddles, and each little takes a turn "spanking" the big with the paddle, and then the bigs spank the little.

I saw it done at a winter semi-formal, or the after party at least, held in the house. It seemed less strange since the guys were doing it in front of other people, I guess -- they weren't hiding it.

I really think it's just tradition. I'd file it under the same folder I keep for "people who call Phi Mu a sorority" -- it's not correct, and just goes to show how many misconceptions there are about greeks and greek life........... but in the grand scheme of things, it's not such a big deal.

I'm happy, though, that you felt comfortable e-mailing the seller -- that shows a lot of character on your part to stick up for Phi Mu when you felt like something wasn't right. And I'm pleased, too, that she was willing to change the listing but just couldn't after it'd been bid on.
