Despite my Southern European heritage (well, my mother is of Southern European descent), I lucked out in the body hair department... what arm hair I have is black although so baby fine as to be invisible, so I've never worried about it.
My roommate last year had her arms waxed whenever she went for a bikini wax, they looked really good.
