I use
web space solutions and have been very happy with them. I don't know if they have all the bells & whistles you need, but I know I get way more email addresses than I could ever need. It's run by a guy on livejournal, and he's always quick to respond to questions. If he doesn't have a plan that suits your needs, maybe he'd customize something for you.
I agree with you on the pop up ads -- I shelled out the $$ for hosting even though I'm poor because pop ups make me crazy!!!
