I think it depends on the person- I am not prone to ingrown hairs. I go both directions-- start by going against the growth-- then finish by going with the growth, for mne it turns out smoother that way (wow--i just really typed that).
I also use shave gel for bikini and underarm-- supposedly extra mosturizing.
Oh-- I also am sure to shave everyday to avoid that regrowth stumbly stuff!

I know someone who uses an electric razor down there....not to trim but to shave with cuz she gets super irritated from shaving in the proper direction. I dunno, but I'd assume it'd work okay but my guess is you can't get ever crevis....
If you can, soak in a hot bath for about 10 minutes to soften up the hair and make it easier to cut.
Then leave the shave gel on for a few minutes.
THEN shave, pulling skin taut.
Afterwards, use some sort of astringent on the area to close up pores
Every day, exfoliate the area. This helps keep the regrowth from growing into the skin and becoming a dreaded ingrown hair
