The decision to have a line is entirely up to the specific chapter, provided that they have met all the requirments set forth by their Regional Director. I can't speak on why or why not a particular chapter decides to have a line in a given semester or quarter. Suspension or other impediments may also factor in to why a chapter doesn't take a line over a period of time.
