LadyAKA is from New York, but I'm sure if someone is from the Washington, DC area they will assist you if they can. For those seeking membership in a graduate chapter, the process can be frustrating if you don't have the right contacts. I noticed the three things you said (a soror is inactive, the chapter isn't planning a line, or your timing is bad). You just aren't having much luck at all. However, you may be able to turn these situations around. If you meet an inactive soror, check to see if she could put you in contact with a soror who is active. More than likely, she will know sorors in the grad chapter. If they say they do not plan on having a line soon, keep in touch. Things could change. Have you tried looking in the telephone book? One of the two grad chapters in my city are listed. I hope you have better luck in the future.
