I don't know about your GLO, but in ours
anything to do with ritual is secret -- not just the words to the ceremonies -- and the items are certainly not available on any website for purchase.
Chapter ritual items are always kept in a safe place as well, and I've always just assumed that other GLO's handled their things in the same manner --- which is why I'm wondering how this person got his/her hands on the robe in the first place.
