I think a specific municipality raised the minimum wage for companies doing business with them in an effort to create a living wage and better standard of living. The municipality is said to be one of the most expensive in the country, second only to San Francisco, according to the NPR report I heard. Several cities, including the one I live in, have passed such "living wage" laws for companies seeking to do business with them.

Living wages don't necessarily increase the salaries of skilled workers, but a growing economy and shortage of such workers sure as heck will! And I for one am GLAD about it...as long as it holds.
