I suspect the morality police are well within their jurisdiction here.
We're talking about a public building, built at least in part by tax dollars, and inhabited by students or many different beliefs and morals, who are entitled to their rights to safety and privacy.
I also think that the university has not only a right, but a responsibility, to set and enforce certain standards to protect every student. I will guarantee that there are a lot of parents who would expect that responsibility.
