we have the same problem in my chapter, study hours don't work, either because no one goes, or no one actually STUDIES during those hours. you can try restrictions, but that makes the president/scholarship chair look like a jerk, especially if even one exception gets through.

The other way is to reward those that do their hours and improve their grades, take the scholars out to dinner one night on the chapter, deduct money off of the spring fomal costs if you have one, or simply pass out "smarties" at the next meeting for those that did well. Perhaps a combination of positive and negative reinforcement would be best.

Baiscally it all sums down to one sentence:
"You can't help the fraternity if you're on academic probation."
