Phi Mu and AOII do a pagant very similar to this every year, called Mr. "Universe"ity". I was in charge last year, so I know all about it!!!!!
First, we had an entry fee of $25. Usaully a sorority would sponsor the guy, but sometimes their fraternity did. WE had 3 rounds, with the first being a introduction round. They had to tell their audience their name, chapter, who they were sponsored by, and their "favorites". Those questions ranged from their favorite area restaurant to their favortie cartoon, to their favorite drink. They also had to pick a person, dead, alive, or animated, and tell the audience why they thought it represented them.
The second round was the talent competition. They all had talents, ranging from singing to break dancing to lip syncing to playing the guitar.
Finally, the third round was question and answer, where they had to answer one question, drawn out of a hat. These were questions such as what the worst pick-up line they ever used was, or what was their favorite weekend activity besides partying.
At that point the judges gave their score sheets to women from Phi Mu and AOII to tally. They guys had been scored on originality, honesty, showmanship, and other things like that. We had prizes for all hte contestants taht were donated by area businesses.
