On most campuses there are several women each year who do not receive bids from ANY chapter. As stagebear says, at Creighton, they have rematched those women to chapters in the past to prevent women from being rejected from the system.
Guarenteed bidding actually contributes to the death of chapters, like you illustrated in your post. If a chapter is constantly pledging the women who no one else wants, they wind up dying themselves, b/c no one going through rush will want to be a part of them. It is not that chapter's responsibility to pledge these women -- each chapter should be able to chose who to and not to pledge.
