Could you imagine girls trying to get to know more than 200 women in their chapter? This is just the tip of the iceberg concerning the need for quota, but I hope it helps you to understand Panhellenic's motives a little better.
I dont buy the reasons for quota. Fraternities don't have quotas and you dont see one fraternity taking over and the small groups dying out. It is actually the opposite. On most campuses there are twice as many fraternities as sororities.
