With the enrollment dropping at most smaller universities (and small universities closing), we will probably see more of this. I have read several articles about the declining number of 18-yr-olds, and we about to hit larger drop.
I have been advising at small chapters for several year now, and small chapters (under 40) are always hanging by a thread. It can be very difficult to get a full officer team that actually does all their tasks when that officer team is 40% of the chapter. Not to mention the chapter has to have a high % of members pay on time and maintain grades. So, there is a big difference between 2 members not paying and 4 members not paying.
Alma mater (and sadly my own chapter is closing when the year ends) every chapter had to do COB, even the ones that historically have never done it in the past. When I left the school had about 7k enrolled.
