Hoping that it is a typo and that the writer of the letter meant to say "unitiated members" or "new members"; i.e., pledges.

Apologies LaneSig, I’m not as familiar with official correct terms for men’s orgs. I tried to do a google search and I listed the three that popped up the most often. So it wasn’t a typo on my part, just trying to learn. Did the letter mean that initiated members could also choose a new org?

Sorry, wasn't saying that you had made the typo. What I perceive to be the mistake is in the original letter from Delta Sig offices. I believe that their letter should have said "uninitiated members" or "new members". Delta Sig knows that their initiated members cannot join other organizations (as a standard rule).
